My female is shaking her tail?

When I put a male in her tank she almost immediately starting shaking her tail. I went to have them both sexed and she is indeed a female and he is a male. One person told me this was a release of pheromones to attract the male to breed, and Brian Gundy from FGS told me this could mean she is warning him to stay away. They don't fight, they lay on top of each other and move around together( I believe they get along), but she just keeps wagging her tail like a dog. Also, her cloaca is open. Any ideas about what is going on here?
