And it's a Sceloporus occidentalis. Not sure which subspecies it might be, but it's definitely a Western fence lizard. The males are gorgeous, with bright blue patches on their throat and belly and turquoise stripes tinting the chevrons on their back.
Considering the diameter of base of its tail, it may still be a male.
Look at its size in comparison to the hand (which I believe is more on the smal side). At this size, S. occidentalis males still look very female like.
But a nice specimen anyhow

That's some kind of Sceloporus, aka fence lizard, brush lizard, spiny lizard, etc. There are a few Sceloporus species that look like that, and I don't really know how to tell them apart. Knowing your location would narrow it down, though.

Sacramento California. I found him on my lawn just chilling. Thought he might have been hurt. Picked him up and still he just sat quietly long enough for me to click a few pictures. I didn't notice puncture wounds of any sort so I just put him under a bush and that was that. Sure was neat holding a wild lizard. I'm usually pretty timid about that sort of thing.
