Fungus? Need info...

My neighbors bought a baby RES, it is supposed to be a Rio Grande RES. Anyway I saw when they brought it home, it looked normal. But now it has this funky look on it's shell. It looks like as if the shell were turning white. The turtle has a basking area, a uvb light, the water is kept at about 80 degrees(maybe a little warmer), and it eats very well.
They came to me for advise, but I am more of a boa man. I have some RES myself but never encountered this before...They are going to the vet with the little guy.
Please help with any info or suggestions.

does it look like the shell is flaking off. cuz i remember i though my RES looked like it had fungus, but i turned out to be shedding. i hope someone can help you a lot more than i did.
