Need some UTH advice

I just set up a new cage and am having an issue that I wanted to ask advice about. It has an 8 watt UTH that if run withour a Rehistat/Dimmer or thermostat heats the hot spot to 100 degrees. That was too hot. It needs to be 80-85 degrees. So, I purchased a Lutron 300 watt Dimmer to adjust the temperature. The issue is now even at full power the hot spot is only 70 degrees. I am really not sure the best way to solve this issue. But, money is a concern. Any advice would be appreciated.

I don't understand how an under tank heater can get so hot (100 degrees)? Do you have a light in that spot too? If so, did you also connect the light to the dimmer as well?

It seems that the dimmer should be sufficient for the UTH, but I still don't understand why it's getting so hot without the dimmer... Is there anything else about the room that would interfere with the "heat" (i.e.: a register nearby, a window, etc.)?

that is the temp on the glass under the bedding. Since Kinsnakes will dig and often lay right on the glass.
