Very Shy Mini Doxie

I have a 1.5 year old smooth coated mini dachshund, female and not spayed.

I live in a remote area of Canada while I do research, with Tinkerbelle (my dachshund) and Lucy (my medium sized mixed breed, mainly beagle). Since I got Tinker at 4 months old, she has been shy. I have tried to introduce her to as many people as possible, take her shopping with me when possible etc. It is difficult as even on long walks we often meet no other people or dogs. I am returning to the city (Montreal) in May and I am worried about Tinker's adjustment and want to try and head off any possible problems I may have.
The main thing she does is, basically, she goes insane if we are out walking and she sees another person or dog. As far as I can tell, it isn't aggression but fear - I have tried many times to talk to people I meet and have them pet her, and she just cowers and at times growls. I have no idea why she does this, she has never been mistreated, and in a crowd of people, she is happy to sit in my arms and observe - the problem seems to come when it is one or two people, and she has time to see them approaching.
The other problem is that we are rarely apart as I mainly work in my office at home, although lately I have been leaving her for about 1 hr at a time to try and get her used to it. She always starts squealing, whining and crying as soon as I shut the door. This usally gets my other dog, who is 3 and MUCH mellower, going as well.
Any advice or help would be much appreciated, thanks!

You'll need to work with her on separation anxiety and also on focused attention so that you will be able to control her when out in public. A behavior specialist in person is your best bet.
Two books that could help you are "I'll be Home Soon" by Patricial McConnell and "Help for Your Shy Dog," by Deborah Wood. There are also detailed instructions on focused attention in various places online, including the Canine Behavior Series at www.veterinarypartner.com.
