Barking...and more barking....HELP!

I am a new yorkie owner. Actually I've never had a dog before. I did a lot of research before deciding on this breed and am very happy with my pup. I brought Luci home nearly 4 weeks ago. She is 16 weeks old today. I keep her in a pen during the day (with a litter box, water, bed, and toys) when I am at work. My problem is her barking! When I leave, she whines and barks...and barks...and barks. I've actually recorded her to see what she does when I'm not home. I live in a complex so I'm afraid she may be disturbing others. Even when I'm home and I put her in the pen and leave the room she whines and barks. Of course, she is quiet when she's out of the pen and following me around or playing, but obviously she is far too young to have run of the house! I tried using a barker breaker device that emits a loud tone when she barks. It is supposed to interupt her barking by startling her with the noise and make her realize that if she doesn't bark, she won't hear the tone. Well, that didn't work, and the neighbors heard the tone more than her barking. Does anyone have any suggestions or anything that they've tried that has worked? Help! Please!

I'd suggest you get a behavior specialist on the job to help with this, and let your neighbors know that you are doing so. That could get them patient long enough for you to avoid being evicted!
