Pomeranian Breeding Questions???

OK first of all I just want to say it wasn't my intentions of breeding at all. My Poms are for family pets! I was planning on getting them both fixed, as soon as my budget settled from our new move. I am not one that thinks you should breed, because there are so many dogs/cats that already need homes.
But, my female (Josie) was due to go into her heat cycle in June. Well, she never did! Because I keep a close watch on her! So, I was thinking maybe she just skipped a cycle, and would go into heat in December like she did last December. Well, there was a lady that had a male (Ramsie) Pomeranian that she could no longer care for. So, I volunteered to take him in as a "family pet", and he's just as great as my female!
Well, the other night I heard Josie yelping, and ran to see what was going on, seems the dogs get along well, and I had never heard her yelp like this before. I find them (tied/stuck) together! So, my first question would be since Ramsie got her, does this automatically mean she's pregnant? She is 3 1/2 years old, and has never been mated before. Ramsie is a little over a year old, and has never been mated before either.
Both of my Poms did however come from very responsible breeders with good backgrounds, so it's not like either one isn't healthy! My vet has commented on me several times on how well cared for my dogs are. I have had Josie since she was about 12 weeks old, that's when the breeder allowed me to take her. She didn't believe Puppies should leave their mother until then. She only breeds this one Pom, and it is very well cared for as well. So, Josie definately has a good background. I could have showed her if I chose to. But, that wasn't the reason I got her. I wanted her as a family pet.
Now, Ramsie is from a totally different breeder from a whole other state. He was bought by and older couple that "thought" they wanted a dog. Well, they done lots of researching on breeding before they purchased him, and his Breeder was recommended. Well, they only kept him till he was 7 month old, then decided they couldn't deal with having a dog. So, I was the first person they contacted when they decided this. Because I was actually in the process of looking for another Pom, but the breeder I went through to get Josie, had stop breeding her Pom. Plus, I actually wanted another girl Pom so I wouldn't have to worry about this as well.
So, to make a longer story short my hubby didn't bother telling me that he had seen Ramsie get Josie another time, before I had seen him get her, and I have since seperated them! Which now I think she's about out of heat. So, I only know of two times that Ramsie has actually got Josie. So, my main question is since it's both of their first time mating could it still have been enough to get Josie pregnant?
I know it probably only takes once (like people) but I thought maybe since it was the first time mating that maybe it wouldn't take!! (Hoping anyway)I plan to make a vet visit soon, but I know she's going to probably tell me that I could do an abortion pill/shot or something to that sort, and I am curious to know if that more painful for a dog than actually having the liter? Seems it would her first liter wouldn't she have very few puppies? If that's the case I can garantee they would have wonderful homes! In fact I'd probably keep at least one of them.
Then I have family that has been telling me I should breed them, so they could have a Pom as well. Which my cousin already has one Pom, and has had him for like 11 years, and she wants another one. So, she told me if I ever did breed these two that she had first dibs on the liter. Which I told her I wasn't breeding. Because I had no intentions of doing so!
I just want to make sure I make the right decision on what I should do. I don't want to put my baby at any health risks, which I know labor is one. She's very healthy and very very active I think she would do wonderful, but should I let her have the puppies if she got pregnant? If I do this it will be the first and last time. I am going to make an appointment to get Ramsie fixed ASAP! Which I will also at a later date have Josie fixed as well. Like as soon as the puppies are born, and she's well enough to have it done!
Unless she has to have a c-section, then I am going to ask the vet if they can do it then! So, she's not put under twice! If that's possible! Well, thanks for taking the time to read my post, and thanks in advance if you can answer any of my questions I have.

It is common for tiny dogs to die trying to give birth, especially when the people taking care of them are not experienced with breeding. It's a risk, whether you want to risk your dog's life to maybe get a puppy out of her.
