My dog is mostly Japanese chin, but she also has a quarter papillion in her. But the chin personality shows completley. Is anyone educated about the breed? and im not quite sure if there rare?....

Visit the American Kennel Club website and you'll be able to look up the breed, the breed club's website, and the rescue contact for the breed. These folks are the experts, and can be a wonderful resource for all sorts of questions, including whether or not they consider their breed to be rare.
