Skiddish Doberman

Hi, my male adult doberman, seems to be a little "skiddish" when certain people approach him. Hes fine when they put their hand out for him to smell, but then if they make a sudden movement he jumps back like he's scared or hyper...I cannot tell. I bought him as an adult so who knows maybe his history has something to do with it but It seems sometimes the days when I can't exercise him as much he is like this. Is he afraid or just hyper?
How can I help break this?
