Dachshunds were originally bred to handle badgers, so yes, could be dangerous to cats. The cats can hurt them, too. You don't want to allow any chasing, or leave them alone together until you are totally sure they won't chase. That time may or may not come. The two dogs will likely be more aggressive with the cats than one dog would be, due to pack behavior.
The goal is to teach them to be calm around each other and to allow no chasing at all. It will likely take time.
