too cold to pee?

My yorkie will not go outside to pee when it is cold out. I put a sweater on him, however, he just stands outside shivering looking at me desperately! Then he comes inside the house and pees on the floor! He was completely housebroken in the summer. Please any suggestions will be greatly appreciated!

Join the club! Many pups refuse to pee out side when it is rainy, cold, windy or snowing. Have you considered using a pee pad or a litter product made for dogs and training your pup to use the litter box? Purina makes a good product called Second Nature. I know that you hate the thought of sliding backwards when you have gained so much ground already, but these little guys are a bit more sensitive than the average German Shepherd or other larger breed dog. They just don't handle the cold as well. With some breeds (like yorkies) we just have to face the fact that they are going to need some special care. It's part of the package : ) I have raised and trained Doberman Pinchers, German Shepherds, Labs and Poodles. Yorkies are a bit more challenging. My own little yorkie has tought me a thing or two.
