My baby is a barker!

I have a year old yorkie and I love her! Unfortunately she's a bit of a barker. She barks at everything (including children and people outside, our cat, and just noises in general). Our biggest qualm is her barking at the cat because she barks at him when he tries to eat his own food or when we touch him or pay him attention at all. I've tried a few things to remedy this but nothing has worked. Any Suggestions?
