Puppy reluctant to go outside because of cold....

Hi we just finished up our first week with our 7 week old Boxer/beagle. I understand that the puppy being so young that I shouldn't expect to much out of him. I do, however, worry about making sure I train him right during this time, especially housebreaking. I live in Wisconsin where it's about 10 to 20 degress right now. When Camper (our puppy) starts to go I interupt him and carry him out. He does his business and I reward him with either praise or a treat. But once he comes back in he'll go to his kennel as if punished. It's been dificult to get him to follow me to the back door. He stops when he sees that I'm going to take him out into the cold and turns away. The only way I get him out is by carrying him. He does make sure he potties on the puppy pads but I feel that the pads might be a bad idea and make him think it's okay to go inside. I even tried leading him along with a treat and he gets about two feet from the door and barks at me. Any suggestions on how to get him to go outside on his own?
