watering eyes

My 5 yr old girl has watering eyes since we adopted her about 2 months ago (she had this problem BEFORE ALSO so we know it is not something around us). We have been to the vet many times. We have tried 3 different ointments and now we are putting her on an antibiotic. Anyone experience anything like this? How did you cure it? Please don't suggest I take her to the vet because we have been doing that. In the last two months I have spent close to $800 on various things for her at the vet.

could it be an allergy? I know she had it before, but that doesn't rule out something that is in your home that was in her former home too.. I really have no idea, just trying to think of ideas.. Maybe trying an antihistamine would help..
