You'll want to distract her from doing this, not allow it. Also have the vet check to make sure there's no infection. And when the vet approves, try to arrange for her to play with a male dog so she'll get her identity straight. This seems to be important for young dogs to experience so they don't try to hump people their whole lives!

I think it's learned behavior if your pup was in with other male pups. It's not abnormal.
You'll want to fix your dog by 6-7 months before her first heat. This cuts down on the chances of your dog having mammary tumors later in life that can be cancerous and very expensive and potentially dangerous to remove.
