shaving his coat

If I shave my cocker spaniel's coat now, will it grow back in time to keep him warm this winter when he goes out to potty? It's not that big of a deal, as we live in Georgia. But how long will it take to grow back? Buddy was a stray and is now officially ours. But his coat is matted terribly and filled with fleas. I figure that the easiest way to deal with the fleas, and the least painful to deal with the mats, would be to just shave it off. Is there anything I should know before attempting this?

It sounds like shaving would be best for him. It will grow back, but if he needs a sweater in the meantime, that's easy, too.
