Why does my puppy keep eliminating when he pleases?

I have a 4 month old Chihuahua. We got him when he was 3 months. He eliminates where ever he wants to then runs. He also goes out of his way to go on the paper we have laid out. I used to give him treats for eliminating on the paper and when i saw he was constantly going on it i stopped. Now if we don't let him on the coach, give him scraps when we're eating, or put him in his kennel, or the back of the house we set up for him, he will go out of his way to eliminate on the carpet then run and cower. I know he knows to go on the paper. But i have no idea how to get him to keep on the paper. We tried taking him outside but he just plays and eating sticks and grass we have in out yard. If we go to someone else's house who has another dog he will go out of his way to eliminate on the paper. I love him to death. But if he doesn't stop I might have to give him away. My dad is attached but he's getting frustrated as well with him. Is there anything i can do to get him to do the same at my house?? And thanks for the advice in advance.

Punishment--even yelling--messes up housetraining in dogs and is not effective in teaching housetraining. He is not nearly ready for the responsibility of the run of the house.
