Peculiar Nipping Behaviour

I have a 20 months old GSD, adopted from a shelter at 14 months. For the most part she is a great dog. She does, however have one behaviour that puzzles me and that I have not yet been able get her to stop. It started about 4 months ago and occurs with people she has just met or she sees occasional, but they don't pay a lot of attention to her.

She nips at shirts tails and peoples butts. She has never torn the clothes or broken skin. While not an appropriate behaviour the nips are gentle, people don't react with fear when she does it, however it can be unnerving for some and others think it is nothing because it is done so gentely.

I'm almost certain that it is an aggressive type behaviour. She does not approach in an aggressive manner, most often she just calmly walks up and nips and then walks away. She of course gets in trouble for doing it.

I'm having a heck of a time trying to get her to stop this. Does anyone have any input that might help me?
