I am mad at the SPCA.......again!

I live in a smaller city (20,000). We have a SPCA here but they anger me. I have many stories that could be told but I will just unleash on tonight's story! My husband and I were driving around and pulled into a car lot (we are looking for a vehicle). As soon as I opened my car door, a dog ran right up to me. I am not sure of breed but a bigger dog (part shepherd). Then he went to my husband. It is a little warmer tonight and quite humid and the dog was panting heavily. He was very very skinny (could easily feel his ribs). I had some dog treats in the car and we attemped to feed him some. WE didn't have water though. I have fostered stray dogs and cats before so I didn't even have to think twice about getting him in the car. He wasn't wearing a collar. We attempted to coax him into the car but he would not come. My husband tried to pick him up but he didn't like that - it was almost as if he had been hurt. He started off toward the busy street and ran into the middle of it. I coaxed him back but still could not get him in the car. I have an acreage with a large fenced dog run so I figured we could keep him for the night and feed him and give him water. No luck. I phoned the SPCA which of course was closed for the day but it left an emergency number - which of course they didn't answer - the phone was turned off. This has happened before. It is really too bad - but I really feel they have forgotten why they are there in the first place. So I stayed with the dog as long as we could but then he ran off and we couldn't find him. I hope he is okay.

actually, the story has a happy ending. the following weekend we were reading our local newspaper and in the classifieds was a picture of a dog that was lost - it was the dog we saw. Someone had been visiting the city and staying at a hotel about 1 block from where we found her - anyway, she ran away from them over a week ago. so anyway, we phoned the number (they live in a city about 2 hrs away) and left a message that we were pretty sure we saw her. they phoned us back a few hours later and said they had just been to pick her up as a farmer had found her and took her home - so the doggie is safe back with their owners!
