Whining Beagle

We recently adopted a 3 year old beagle from the SPCA. She is a rescue from Hurrican Katrina and also had puppies 9 weeks ago. We have had her for two weeks and love her except for one thing. She whines whenever you are not paying attention to her. She will stop only when you are petting her, scratching her belly, or letting her sit in your lap. We have tried many different toy but she will play with them for just a few minutes before going back to whining. We have also tried ignoring her and only petting her when she stops. It hasn't gotten better.

She is also being treated for heartworm right now. There may be many factors contributing to her whining. We want to know if this whining will eventually stop or become less frequent. Also is there anything we can be doing to have her stop.

When she whines, ignore her. When she is quiet, pay attention to her. That's a very powerful method if you are able to be consistent about it.
