late heat

is it unusual for an 18 months old yorkie not having heat yet??

I would suspect that there is some type of hormonal problem. I would have them Spayed IMMEDIATELY. IF there is a hormonal problem which makes them not come into heat, that same problem can increase their chances of breast cancer... and believe me that is NOT something you want to put them through.
