Curious Behavior

Hi,
This question is just pure curiosity on my part, it's just something I've noticed about an aquaintance's dog, and it's really no "problem".
I'm wondering why she's doing it is all.
I know someone with a Blue Heeler, she's about 9 years old now, and not spayed. Throughout her entire life, through all her heats she's gone into, she's never let a male dog mount her, and gets quite agressive if one even thinks about it! She's never let any dog mount her, not even in play. Why does she do this? I thought bitches would be more willing to be mounted while in heat? Or are there just some females that don't want it at all? Has she just never met the right dog? *laugh*

Some girls are like that They play VERY hard to get.
