potty training

please help us.

10 month old chi from the pound. we have had her about 1 month.
we have adopted other dogs from the pound and are very experienced with potty training.....but we are stumped with this one.

we use a crate and take her out often.she never messes the crate. so, i know she can hold it for very long periods of time. sometimes we take her out, she come back in and messes in the house. ???? i have seen her hold her poop for 12-16 hours at a time just because she doesnt want to potty outside.
a member of the family is with her constantly 24/7.if she is out of her crate and one of us gets distracted......she poops in the house.

we give her treats when she goes outside
we praise her

honestly....i dont know what else to do

Make sure no one ever ever ever scolds her for having an accident. That is a major reason for dogs hiding from you to potty. And never take your eyes off her when she's loose in the house, AT ALL. Fasten her to you with a leash, or even carry her around! Don't let her have the chance to make mistakes. Help insure that she always gets it right so that together you will succeed.
