!!!HELP, HELP PLEASE Potty problems ...

I am having a lot of problems with my Yorkie going to the bathroom all over the house. I started out by trying to crate train her but I had to leave her while I went to work; therefore I put down some newspaper and confined her in a small room. She would not use the newspaper at all. She would hold it until I got home to take her outside. Which is way to long for her to hold it.

Then I went out and bought puppy pads. The very first time I put her in her room with the puppy pad she went pee on it. I was so proud and really though that this is going to work. Then when I went to work and used the puppy pads she didn’t go on it at all. It was completely dry. This continued to happen time after time now she won’t go on the pads, never went on the newspaper and is going around the house Both #1 and #2 wherever she wants.
HELP!!!!!!! I don’t know what to do. Just last night I discovered that she went #2 in the laundry basket (which had dirty clothes in it)
That led me to think of a litter box.
My questions are:
1. What should I do about this? With Yorkies how common is it for owners to use the dog litter box?
2. How successful is this method?
3. What do I put inside of it?
4. How do I make one?
5. I live in a 3 level house will she automatically go upstairs and use the box or just wherever she wants?

I will be so happy if this works. I look forward to hearing some good advice.

I have two yorkies Brandi who is 15months and cody who is 10years old. they refuse to pee on the plastic peepads. Brandi is
completely train on washable pee pads. I even have one on the deck for her. Cody does his business outside and asks to go. Only if its to cold for him to go out will he do it on the pad. I was wondering if the plastic disposable pads have an order to them. I tried them once Brandi which just pull them up and pla with the pads. she does not do this with a cloth pad.

Crate training works but the puppy can not hold it for 10 hrs a day. Yorkies have small bladders and I never left Cody in a crate when I worked. He was in the kitchen with a babygate and nnewspaper. also water and some kibble were there for him. Bascially the food never was touch until the evening he must of sslept all day.
