Rash - skin irritation

Chico, one year old male Chi, has developed red bumpy spots at the tip of his ears, his belly and, neck (the worst area). His neck looks really irritated and looks like a bad rash.

The only things that have been slighty different lately are A) we've been outside a lot more as its been sunny and nice and B) the kids had a bunch of Easter Candy in their room that he might've gotten into.

I'm not sure what this is. Anything I should be looking for or reccommendations about vet visit....

Yes, he needs the care of a veterinarian.

Doesn't sound like a good thing, if he were my boy I'd want to get him checked out by the vet.
