Many training clubs have puppy socialization and manners classes. The classes that have puppies interacting with other puppies tends to be best since all the dogs are of similar size and can tolerate puppy enthusiasm.
If puppy classes are not available, then regular obedience classes will work, but typically the class time is devoted to obedience. YOu have to form your own "puppy play groups" with the class mates before or after class.

I'd suggest a puppy class too. Many vets can refer you to a puppy kindergarten class, and a lot of dog training clubs offer them too.
