potty training

I am having troube potty training my chi. I am trainging her to go in a litter box and she won't go outside. I have tried the advise of my vet to put her in a kennel and take her out put her in the box whn she has to go and if she doesn't put her back. I have tried to catch her most times and put her in the box but she will stop and hold it til I go to work or til I can't see her. I have tried telling her no and putting her in the box everytime for a few minutes and she just doesn't get it at all. Most of the time when I try to get her to put her in the box she runs because she thinks I am playing and she is very quick to play at any moment. I just don't know what to do. I also have tried potty pads. Any advise would be great. Thanks.

It sounds like this dog is spending a lot of time in a crate. You might try a portable exercise pen instead, with the bed and water and toys on one end and the potty area on the other end. Never punish her over housetraining, not even with a harsh word. That causes many complications, including aggression (you sure don't want to cause that in a Chihuahua) and the dog hiding from you to potty (that makes training even harder).
