Housebreaking

Ok I realize that Sophie is only 9 weeks old.. but this dog will go outside, sit and look at me for twenty minutes, then pee and poop on the floor the minute I bring her back in. She does great in her crate at night... she won't go in there. What is going on.. as often as I take her out she just isn't really catching on. Any advice is greatly welcomed!!

Some dogs need privacy to do this correctly. Don't stare while yo uahve her out. Turn your back and watch form the corner of your eye for success. It will be less intimidating to the puppy and much more successful.

when she is finished should I still turn around and praise her for going outside?

Depends- if you think that action done quickly will scare her- no. You should instead use a "marker word" or a clicker and mark the behavior of eliminating appropriately and then treat after the fact.
