Puppy Biting...

Sophie is doing fairly well with her housebreaking because she is crate training.. so that's not so much a problem for me anymore, but the biting is. She gets very excited and snaps and when I tell her "NO!" she just takes it down to a nibble... like she just can't help herself. I will take her by the scruff and give her a little shake and tell her NO.. but as soon as I let go she bites that hand! She doesn't seem to be getting the message... how can I get her to understand biting isn't appropriate??
