Can anyone identify the dog breeds?

I've had a lot of guesses as to what she is. The owner said she was pom/maltese, but everyone says no way. They say Shepherd mix, Sheltie, Kelpie, but no pom/maltese mix in there.

Anyone else?

She is 15 lbs.

Definitely some German Shepherd. How old is she? Very pretty, whatever she is.
