bathroom problems

my chihuahua is 10 months old and I just bought her from a lady that used to be a breeder. She said that she has litter trained the chi. For the first week my chi wouldn't use the litter box but would use puppy pads to pee on, but would poop on the hardwood floor. When I took her to my friends house over the weekend she had no problems, and peed and pooped on the puppy pad everytime. I've now discovered that the reason the poop is on the hardwood floor is because she does go poop on the puppy pad, but then picks it up in her mouth and moves it to the floor. I am really confused on why she does this at all because she is supposedly litter trained, and why she goes on the pad and then moves it on the hardwood, while when I took her to my friends (which was carpeted) she didn't move it. Is there any way to make her quit moving the poop, because I really hate thinking that when she licks me that she just picked poop up in her mouth, and I'd like her to keep her mess when its supposed to be and not on the floor.

I'd try a portable exercise pen and start with papers on the whole floor, puppy pad in one spot if you want it there. Picking it up before she can touch it with her mouth is the ideal, of course. To do that, you need to observe a dog very closely so that you learn the schedule of her body's functions.
