BC jumping on people

My Border Collie gets too happy when she sees people. I have tried to calm her down with treats and stepping on the leash when she greets people but she really loves to jump up and kiss everyone. I want to know how I can calm her down. She is 4 1/2 months old. Will this behaviour go away as she gets older?
Besides that she is a great dog. Any advise?

I know for me, I turn my back on any dog that tries to jump up on me. Then when they have 4 feet on the floor I tell them "good puppy." If that stimulated them to jump again, I turn around again. It takes about 4 repetitions for most dogs to get it with me. Now, getting everyone to do that would be nice, but it's hard to do. For me it's just automatic at this point and I do it with strange dogs as well as my own.
