Feeding concerns

A friend recently gave us his Basset Hound and I have been reading about the best care for them. I have run across a cpl websites that say that you should not feed table scraps, that feeding table scraps will cause bloat and could cause death. Is this true because my in-laws are always feeding him scraps even when I ask them not to. And also they feed him a lot of table scraps that have a large amount of garlic and onions. And give him all the fatty drippings off the meat can this harm him also.
When we got the dog he was severally under weight we got him to gain back some but we keep feeding him and he will not gain no more. You can see still see his ribs a little and his stomach is still sucked in slightly. He is about 16 weeks old, should be be looking like this. When we got him I could wrap both hands around his stomach and my fingers would touch now I have room between my hands but he still wont get no bigger.
