Swelling/Bump on neuter scar

I have 2 one-year old chihuahua brothers. Last night I noticed that Andre has a swelling or lump in the exact area where his neuter scar is. He was neutered when he was around 5 months old and it did not go well; They both peed blood for a few weeks and had incontinence issues but have been fine for at least 6 months. It doesn't seem to hurt him and he let me touch it, but he was silent and still while he got a catheter put in so he may just be stoic. I called our vet and they didn't seem too worried and told me if it's not better to bring him in Friday. Then after work today I gave them bathes and looked at the bump again. Now it seems to have some puss at the top of it, kind of like a pimple. The lower part is still red but the top is whitish and he doesn't really want me to touch it. Also when i did touch it, it looked like it might burst so I left it alone. It's a little smaller in circumference than a dime. What could this be? Should I worry? He's eating/drinking/using the bathroom just fine and is still playing up a storm....I just have no clue what it is!

This may be an abscess, and should be seen by a vet. While it may be related to his neutering, the fact that for a year and a half he hasn't had a problem there speaks against it. Hopefully your vet can clarify this issue for you.
