Dogs Scratching Constantly

I'm overseas and in a sub-tropical climate. My two dogs are scratching themselves constantly. Both have been checked out and the vet has given them shots. But they're back to the sos.

I don't know if this is serious, wish it to stop for them, and need to know what to do. The vet says it's just the climate. But I think it's more.

Should I just give them 'Revolution?'

The most common causes of dogs scratching are fleas, mites, and hypothyroidism. There can be other causes, such as dietary deficiencies, allergies, and toxic skin reactions, but I suggest you check these out first.
