Training an 11month jack russell terrier

I just brought Lucky an 11month old JRT into our home, concern I have is the following, first I will give a little backround on lucky and our home. We have 2cats and a 12 year old crippled miniture pincher. Lucky comes from a neglectful and non loving home. He was kept on a leash till it was night when he was put into a small crate in the shed.
He is very affectionate and thrives for love.
concern: He and our minpin are coping with each other still getting familiar and I feel they will get along (respect each others space) in a very short time, however, he and the cats are another story. I have let them visit each other while he is on a leash, he just wants to go after them. Im hoping in time this will subside, I know, never to leave them without supervision. any advise?
concern2: What is the best way to house train him? Currently I take him out every 2 hours. Is there an other way, he hates the crate due to his upbringing.

It will never be safe to leave this Jack Russell Terrier alone with access to the cats. You may be able to teach him not to hurt them when you are with him, watching. But, well, JRT instincts include killing cats. It will never be safe to leave them with access to each other and you not supervising. It is actually a good thing the dog's behavior tipped you off. It doesn't always show, until it's too late.

Have you considered sending him to dog school or spending time with a trainer?

As of yet No I have not considered sending him to dog school. In the week I have had Lucky we have made tons of progress. To date he is house trained, sits, gives paw, lays down, rolls over, crawls and stands. I am still working on his begging habits. Seems to be the most difficult one to correct so far. We also had a play date with a friend of mine who has a miniture greyhound. Went super! Maybe once he knows this is home, and he is comfortable knowing he will not be going back to where he came from I may look into that. However, I am home all day and I have purchased a training course from Dean Rankin which has helped. Thank you for your suggestion and should you have any others please let me know Tami

Obedience training and actually any type of training gives dogs confidence and makes their adjustments toa new home much safer and better. I personally would never send my dog away to be trained though. I take lessons with my dogs at local obedience clubs. They train you to train your dog. Really, all training is learning to communicate with your dog.
