Sneezing/Coughing

My border collie has what I think is an odd habit. When someone sneezes or coughs, he feels he has to get right up in their face (like he is seeing if they are ok). He becomes very affectionate with them. This happens with friends as well as strangers, but he never does so when I sneeze or cough. Has anyone else experienced this or know why it occurs? It is cute, but I wonder why it happens.

Since people think it's cute, the behavior is being reinforced and the dog is continuing to do it. He probably did it once out of curiosity, got a great response like "oh that's so nice of you!" and got some attention and it's now just grown to what you see today. BCs are smart that way.
