YES! You definitely can find a quality food on a tight budget. From my personal experience, I've found that the pricier holistic diets are no better than most mid grade "no frills" budget foods. And on that note, some $$$ ones are a huge rip off. I recently spent nearly $50 a bag on Merrick puppy food and the results were disasterous!!! I digress.
The food I use & have been using on/off for 4-5 years is Purina ONE Lamb & Rice. It can't be beat for improving coats. I use it on out 7yr old mutt w/ allergies who can't tolerate most other diets, as well as the Beagles. It's marked $32 for 37.5lbs, but I belong to the Purina Pro Club and get it for $25.
I also hear that Diamond Original in the green bag is quite good, as is another brand called Tuffy's. I've heard numerous rave reviews about the latter food from other breeders I know.
If I had to pick a lower budget food Purina One is one I would consider, but for my own dogs I want high quality meat protein and low carbohydrate levels. I pay a bit more for that, but I have found the benefits have far exceeded the monetary costs. I have performance dogs though and they need to be in peak condition- mentally and physically.

The cheapest I've found is raw when I compare pound for pound. I feed raw for about $0.60/# where kibble costs me $2-5/#. There is no way I'd feed anything out of the grocery stores or anything made by Purina, SD, or Pedigree. You end up paying for that food at the vet's office in dentals, kidney failures, heart disease, obesity, etc. However, raw isn't for everyone and I understand that (well, not really). Eagle Pack Holistic, Solid Gold, and Taste of the Wild are all pretty good.
