Please help, cysts growing on rump/tail

In the past month or so my female German Shepard (8 years old) has started growing small cysts on her rump and tail. They are the same color as her skin and appear just as a round bump (the size of a pea) under her skin. They must be irritating her as she is chewing her hair around the area bald… I’ve taken her to the vet but all he did was give me a bottle of skin shampoo and said that it looked like her skin was irritated and that it would go away in a few days after using the soap…It hasn’t… She chewed one of the bumps open and there was no puss that I could see. It was just a half-round hole.
I’m starting to get real worried as its spreading to her tail and it looks like its starting on her rear legs… Please help me! Any advice would be very appreciated!!!

She needs another veterinary exam, immediately. This kind of thing can mean serious, even life-threatening infection. Don't delay getting her in.
