Puppy biting worries

I have a 10 week old Beagle puppy called Ninja, she is cute as a button...but she is also quite a bit bite-happy. When she is in a playful mood she will bite and nip at our hands...if we put our hands so that she can't reach them she will make a really high-pitched shriek at us, almost as if she is frustrated at us for it. We have tried giving her chew toys in place of our hands but she literally just drops it and comes for my hand again. That is another worry, no toys we give to Ninja seem to satisfy her. As long as we are moving it she will want it, but as soon as she 'wins' or we just put it down, she loses interest in it completely. Actually, the only thing I've seen her take an interest in for more than 5 minutes is my comb...:S

We got Ninja at 6 weeks, and were then told later on that she may not have been socialized properly. When she was 8 weeks old we fostered 5 rescue Pomeranian puppies and 1 German Shepherd puppy. Now...she will play with the GS all day long and I was happy they took such a liking to each other (when the GS first arrived our beagle just completely blanked her and walked by her like she wasn't even there) but then they did every thing together. Basically...we had the GS for 2 weeks (just re-homed her yesterday) and she is still biting quite a bit...I tried letting her play with the Pomeranian puppies but she seems to get really rough with them and bites their neck and will pull them into the air by their fur and walk around with them like they are a stuffed animal...so now I am too afraid to let her by them in case she hurts them.

What am I doing wrong and what can I do to make her biting stop?

Also, it is vitally important not to leave an adult dog with a puppy until the puppy is a minimum of 4 months old, and 7 months is better. Prior to that age, the puppy does not have enough development of the instincts to react correctly to switch off an older dog's aggression. Tragedy can result.
