Westminster ribbons ever withheld?

Does anyone know if in any breed ribbons were ever withheld?

The Westminster judge is known for being fair but very critical.

Allegedly he at a Borzoi specialty in Europe out of 63 dogs entered gave only 4 EXCELLENTS which is unusual.

I like this and know it takes alot of fortitude to withhold ribbons in general if warranted, but Westminster would big dose of fortitude!

I have never in over 25 years of dog shows seen ribbons withheld on anything other than class animals. But that said, I know it has been done with Specials. I've heard about it. Just not at the Garden. Since it is a big deal just to get there I think it would cause a big bru-ha-ha if he withheld a ribbon at Westminster. Although, I'd pull up a chair and open a bag of popcorn if it were done more often in the classes at regular shows.
