The City of Lackawanna, NY, will consider a proposal on Monday, December 20 that would repeal the current multiple dog licenses, thereby requiring all residents to comply by the city’s two-dog limit law. All dogs licensed prior to December 31, 2010, would be grandfathered in, but the owners would not be permitted to get additional dogs.

Background Information

Currently the New York State Department of Agriculture & Markets handles dog licensing for most municipalities in the state. In the 2010 budget passed by the New York Legislature, this responsibility was handed over to local municipalities, effective January 1, 2011.

Current law allows for “purebred licenses”, which permit residents to own multiple purebred dogs, provided they are registered with a recognized dog registry. The City of Lackawanna has informed its residents that it will only be instituting the single dog licenses, and forcing all dog owners to comply with its two-dog limit passed in July 2006.

The AKC recognizes the obligation of dog owners to ensure they and their dogs remain respected members of their communities. However, we oppose laws that limit the number of dogs a responsible person may own.
