Puppy wont go outside

I got a 10 week old mixed breed puppy from the shelter at the end of July and she loved being outside playing. Now at 10 months and end of winter I cant get her out the door. Late at night or at 6 in the morning she goes out no problems but the other time I stand with door open but she wont go. I have her on a lead and I ether have to pull her out or get behind her and push her out. Once she out she stands out there with tail between legs. If a loud car goes by she wants to go back in or if plane flys over house she wants back in. I tried treats and toys to get her out but not working. The only thing that will get her out is the other dog but taking them both out cant be done cuz 1. They play and wont do what they are out there to do and 2. walking them both on lead well they get all wrap up. What can I do to get her out and to make outside fun for her again? Summer coming and I want her to be able to hang out in the yard with me like we use to.

Going out with her on leash sounds like your best bet. Try a long leash and a short leash, and see what works better. Say, in an unbeat voice, something like "Take a Break!" Stand still and wait, saying that from time to time. When she finishes, praise and give her one or more treats.

You need to go with her every time for awhile. You could let the other dog out and let them have playtime together after she is done. Then ask her again if she needs to "Take a Break" before going back in.

She's afraid out there. Your being there will make a big difference. And when you stop going out with her, stay right at the door and watch and let her in as soon as she's done. Let her learn to trust you to do this.
