On the inside of Bubbles's legs are blue spot, my mom says its probably veins but then again she doesn't know anything about ferrets

It sounds like your ferret is shedding it's summer coat. I've seen areas on my ferrets that had a blue or a dark cast when they shed and the new hair starts growing in. If this is the case, if you wait a couple of weeks you'll see her hair growing in there.
