If a pair of males are from the same litter, can they be kept together? How about 3 or 4 males as long as there are no females. Can three or four females from the same litter be kept together as long as there are no males?

Yes, Males will live together peacefully provided enough space. Females can live together but they tend to declan. Make sure that if you house males together that they are totally away from females....better is in a seperate room...if, when males attain maturity they smell Female they WILL declan.
Females, even fro mthe same litter can declan at anytime. Females are very unpredictable.
hope this helps,
Pampered Gerbils
You can keep as many males together as you want but there are always exceptions and given enough space they will split up and form seperate clans. 5gallons per gerbil is best and no more than 20 gallons unless you have alot of experience with gerbils and are prepared to seperate them incase they declan. Females generally don't get along in more than just a pair but occasionally 3 will get along especially litter mates. Quite often even 2 females will argue over things. I have a pair that I can't give a box or anything to or one claims it and fights break out.
I have two male gerbils and they get along great! They curl up and sleep together and clean eachother's stomaches. It really depends, but you can try it!
I have 2 females which live well together, and 3 males (in a different cage) that lived well together (until on for them had to keep going to the vets, not from any fight) and the boys are closer than the girls are. None of them ever squabble over toys or boxes and I've even seen my boys curled up outside their nest sunbathing. They also groom each other which NONE of my girls have ever done (I've had 5 other females in the past in a 2 and a 3)
I've never found that the boys declan when the females are near by. I've even found that as they have got older the males and females dispise the other gender!!!
