Actually, how long as your male been neutered for? Male rabbits can still have live sperm in ducts that arn't removed during the surgery for up to 2 weeks. That means you shouldn't put a recently neutered male with a fertile female intill at least 3 weeks after the surgery. But since your female is spayed too, you don't have to worry about her getting pregnant. Testosterone blood leves in the males doesn't go down right after surgery, it takes time for them to drop, so the male will still hump for a short time afterwards. If you think this might be the problem wait a couple of weeks and see if things improve as the males testosterone levels go down.
If you don't think that's whats going on, then I would move on and ask if the rabbits were bonded to each other when you got them? Rabbits will hump each other to express dominance. A lot of times, once the rabbits work out who's boss, the dominance humping will stop. If you just put the rabbits together and they weren't together before, I would do short daily supervised time together, and seperate them at night. That way they can get use to each other and go through the bonding process, but if they fight or anything your there to stop them. Once they no longer show any aggression (of humping) you can leave them together all the time.
You should keep them inside - is there anywhere you can put the cage for now where the noise won't bother you? What kind of noise are they making? If they're fighting you need to work with bonding them.
