Do White Spotted Geckos have the ability to drop there tail when disturbed or handled?
Do they grow back? How long does it take?

Just about every gecko has that ability. Some grow back some do not. I am unfortunately not sure if the white spotted one does (nor have I heard of such a gecko) but in most geckos it will grow back. Make sure it does not get infected. They usually only drop it when really threatened or if you grab it and hold on.

Tarentola annularis is what you are talking about: Yes, they easily drop their tail and it rapidly grows back-albeit shorter and without tubercle scales.
