Male mouse and his 'mousey bits'

I purchased a male mouse about 3 weeks ago. Everything was fine up until 3-4 days ago. I notice he wasn't using his wheel anymore and when I picked him up, his mousey bits were sticking out. As far as I can tell he's still peeing but he drags it around and walks funny cuz it's hanging down. He still seems to have an appetite and curiosity and doesn't run from me when i try to pick him up, it's just his penis sticking out
I've had hamsters before but never a mouse and this is my first experience with one. I originally wanted to purchase 2 females so they could live together, and got 2 makes instead. Both from different litters so they are in separate cages. The other mouse is fine, albeit a little scared of me.
What could be wrong?

sounds like your mouse is suffering from a prolapse. This requires vet care to correct.
