For native or non-native? You probably want to call the VA Game and Inland Fisheries Department, found in the blue pages of the phone book (or do an Internet search). I don't think VA gives permits for native, but I might be wrong. I know for non-endangered reptiles, you're allowed to own up to five of each species.
