I worked with a rehabber in IL, but now that I have moved to MO I can't seem to find anyone in my area??? Does anyone know of a way I can get the license to do the rehabbing and go around the mentor part of it?

Try contacting local police/sheriffs, shelters. Ask them who they use. I did check online, found zero references...but where there is wildlife, there has to be a need. Is there a Department of Natural Resources there? They may be able to help, park rangers....http://www.dnr.mo.gov/index.html may have something....good luck, I am sure with persistance, you will locate someone...
